Singapore embarked on its journey towards becoming a Smart Nation by laying the groundwork for its information highway in the early 1980s. 

The establishment of the National Computer Board in 1981 marked a crucial step, aligning with recommendations from the Ministerial Committee on National Computerization in 1980. The Government played a pivotal role in this transformation by proactively developing IT infrastructure and formulating pragmatic policies to attract multinational corporations (MNCs) to set up operations in Singapore. In contrast to the U.S., where the development of a national information infrastructure relies on the private sector, Singapore implemented policies such as the Singapore ONE Fast Track Program, Innovation Development Scheme (IDS), and Research and Development Assistance Scheme (REDAS) tax incentives.
